CENTRE REGULATION

SECTION ONE

Aim, Scope, Basis and Definitions

Aim

ARTICLE 1 - (1) This Regulation has been prepared in order to regulate the principles and procedures regarding the fields of activity, administrative bodies and their duties and working principles of the Istanbul Sabahattin Zaim University Turkish Education and Teaching Application and Research Centre.

Scope

ARTICLE 2 – (2) This Regulation comprises the provisions regarding the Istanbul Sabahattin Zaim University Turkish Education and Teaching Application and Research Centre’s administrative bodies, their duties and working principles.

Basis

ARTICLE 3 – (3) This Regulation is based on the sub clause (2) of the clause (d) of the first paragraph of article 7 and the article 14 of the Higher Education Law dated 4/11/1981 and numbered 2547.

Definitions

ARTICLE 4 – (1) The following terms in the Regulation have the meanings ascribed to them herein:

a) Centre (IZUTEM): Istanbul Sabahattin Zaim University Turkish Education and Teaching Application and Research Centre,

b) Director: The Director of Istanbul Sabahattin Zaim University Turkish Education and Teaching Application and Research Centre,

c) Rector: The Rector of Istanbul Sabahattin Zaim University,

d) Senate: The Senate of Istanbul Sabahattin Zaim University,

e) University: Istanbul Sabahattin Zaim University,

f) Administrative Board: The Administrative Board of the Istanbul Sabahattin Zaim University Turkish Education and Teaching Application and Research Centre.

 

 

SECTION TWO

Fields of Activity of IZUTEM

 

Fields of Activity

ARTICLE 5 – (1) Fields of activity of IZUTEM are as follows,

a) To establish units at home and abroad in order to promote Turkey and Turkish culture.

b) To open courses for lecturers and teachers who assigned to teach Turkish at home and abroad by relevant state institutions and organizations; to have them do internship and also to prepare introductory handbooks about the country where they will work in.

c) To carry out studies to improve language teaching methods applied in Turkish teaching departments of universities; to do research and applications on language teaching methods.

d) To perform comparative studies between Turkish and foreign languages in order to make Turkish teaching more efficient; to develop relevant materials and assessment-evaluation tools.

e) To organize Turkish courses for Turkish children living abroad.

f) To cooperate with universities and other academic institutions that teach Turkish abroad or have relevant departments.

g) To teach Turkish to students and academicians coming as part of the interuniversity cooperation protocols.

h) To carry out teaching, research, application, and publication activities jointly with the relevant units of universities and other state institutions and organisations in the framework of bilateral agreements made by Turkey.

i) To prepare programmes and develop methods; to cooperate with various institutions and organisation at home and abroad concerning this matter.

j) To issue a certificate in accordance with Common European Language Criteria (CELC).

k) To teach Turkish to foreign students coming as part of the European Union projects.

l) To teach Turkish to foreign students who want to study at the university, and to academicians and employees.

m) To coordinate language teaching application programs for senior students and graduate of Turkish teaching and Turkish Language and Literature departments of universities.

n) To teach Turkish to groups and individuals within the frame of protocols with institutions.

 

SECTION THREE

Administrative Bodies

Administrative Bodies

ARTICLE 6 – (1) The administrative bodies of the centre are stated below.

  1. Director.
  2. Administrative Board.

Director

ARTICLE (7) – (1) The Director is appointed by the rector from among the faculty members of relevant departments of the University for three years. After completing the term of office the Director can be recommissioned. In case of the Director’s absence, the vice-director represents the director. If the Director is absent for more than six months, the duty of the Director is automatically terminated. The Rector assigns a vice-director among the faculty members of the University upon the suggestion of the Director.

Duties of the Director

ARTICLE 8 – (1) The duties of the Director are as follows:

a) To represent the Centre.

b) To moderate the Administrative Board.

c)  To ensure that IZUTEM’s activities are conducted regularly, to monitor and control them.

d) To submit the decisions taken by the Administrative Board to the Rector’s approval.

e) To delegate the duties required by IZUTEM’s works.

f) To present the report on the general situation and functioning of IZUTEM at the end of every academic year to the Rector after taking the opinion of the Administrative Board.

Administrative Board

ARTICLE 9 – (1) The Administrative Board consists of a total of five members including the Director, the vice-director, three members to be appointed by the Rector from among the relevant faculty members of the University.

(2) The term of office of the members of the Administrative Board is three years. The members who complete their terms of duty may be recommissioned. The new members are assigned to complete the remaining time of duty of the members who leave before the expiry date or who assigned outside the University for more than three months. The Administrative Board meets with the absolute majority upon the invitation of the Director and decisions are taken by majority vote.

Duties of the Administrative Board

ARTICLE 10 – (1) The duties of the Administrative Board are as follow:

a) To take decisions in regards to the activities and administration of IZUTEM.

b) To examine the suggestions of the Director on the issues regarding the determination and appointment of the personnel to be assigned in IZUTEM and to decide its proposal to the Rectorate.

c) To discuss the report that is to be prepared by the Director at the end of every activity year and to prepare the working schedule for the next year.

d)To specify the number of students to be admitted to IZUTEM every year.

e) To comment on the issues regarding research, publication and teaching.

 

SECTION FOUR

Student Admission and Registration Principles

Student Admission

ARTICLE 11 – (1) To IZUTEM; those who applied to the University from abroad and accepted with the decision of Administrative Board; students and academicians who come under the interuniversity cooperation protocols; foreign students coming to the University; foreigners at home and abroad; children of the Turkish families living abroad and other people who want to learn Turkish can register as a student. The course attendee who has registered for the courses accepts all applications and conditions in IZUTEM.

Registration

ARTICLE 12 – (1) The conditions of the applications, registration dates, documents required for registration and the principles to be followed are determined and announced by IZUTEM.

Tuition Fee

ARTICLE 13 – (1) In IZUTEM, the education is paid and is determined annually. Tuition fees per year and/or per course/credit are determined each year by the Administrative Board and submitted to the Rector’s approval; and announced after approval, together with the form of payment.

 

SECTION FIVE

Education and Teaching Principles

Modules, execution of courses and certification

ARTICLE 14 – (1) Courses at Istanbul Sabahattin Zaim University IZUTEM are carried out according to the module system. Module levels are determined in accordance with Common European Language Criteria (CELC).

(2) Modules that are carried out as weekdays and/or weekends, are in the levels of Basic Language Usage (A1, A2), Independent Language Usage (B1, B2), Advanced Language Usage (C1) and each module is at least 140 (a hundred and forty) hours.

(3) The compulsory attendance to the courses is 80% (eighty percent). Students with incomplete course attendance are not taken to the final exams and are deemed to have failed that module. No refund will be made for the days and hours that are not attended during the course.

(4) A certificate is given to those who have successfully completed the modules.

Foreign students’ starting the programs

ARTICLE 15 – (1) Students who are enrolled in any undergraduate or graduate program of our University and have the Independent Language Usage (B2) Certificate of IZUTEM start the department where they are registered.

Success and evaluation

ARTICLE 16 – (1) The assessment of student success is done according to the attendance, studies in the semester, and the results of the quizzes and final exams. The evaluation is based on listening, reading, dialogue, verbal expression and written expression. The weighted grades of these are determined by the decision of the Administrative Board and announced to the students.

 

SECTION SIX

Miscellaneous and Final Provisions

Cases with no provision

ARTICLE 17 – (1) In the cases where there are no provisions in this Regulation, other relevant legislation provisions and the decisions of Senate and Administrative Board are applied.

The repealed regulation

ARTICLE 18 – (1) The Regulation of Istanbul Sabahattin Zaim University Turkish Education and Teaching Application and Research Centre, published in the Official Gazette dated 27/11/2013 and numbered 28834 has been abolished.

Validity

ARTICLE 19 – (1) This Regulation becomes valid on the date of its publication.

Execution

ARTICLE 20 – (1) This Regulation is executed by the Rector of Istanbul Sabahattin Zaim University.
