DIRECTIVE FOR APPLICATION, ADMISSION AND REGISTRATION OF FOREIGN STUDENTS FOR GRADUATE PROGRAMS

 

CHAPTER ONE

 

Purpose, Scope, Basis and Definitions

 

Purpose and Scope

ARTICLE 1 - (1) This Directive regulates the application, admission and registration processes of foreign students to graduate programs under the Graduate Education Institute at Istanbul Sabahattin University.

Basis

ARTICLE 2 -(1):

a) This Drive was prepared in line with Article 35 / (2) of the Postgraduate Education and Training Regulation of the Council of Higher Education,

b) It has been prepared by being based on the provisions of the Istanbul Sabahattin University Graduate Education-Training Regulation.

Definitions

ARTICLE 3 – (1) In this Directive:

  1. University: Istanbul Sabahattin Zaim University,
  2. IZU: Istanbul Sabahattin Zaim University,
  3. Rector: The Rector of Istanbul Sabahattin Zaim University,
  4. Senate: Istanbul Sabahattin Zaim University Senate,
  5. İZÜ YDY: İZÜ Foreign language proficiency exam,
  6. CAE (Cambridge Advanced English): Cambridge Advanced English Exam,
  7. CPE (Cambridge Proficiency Examination): Cambridge English Proficiency Exam,
  8. DİLMER: IZU Language Education Application and Research Centre,
  9. EABED / EBD: Graduate School / Graduate School of Science)
  10. Institute: Graduate Institute affiliated with the Rectorate of Istanbul Sabahattin Zaim University,
  11. EYK: Graduate School Administrative Board,
  12. PTS (Pearson Test of English): Pearson Test of English,
  13. TOEFL (Test of English as a Foreign Language): Exam of English as a Foreign Language,
  14. YDS: Foreign Language Exam,
  15. YÖKDİL: Higher Education Council Language Exam,
  16. e-YDS: Electronic Foreign Language Exam,
  17. TÖMER: Turkish Language Teaching Centre,
  18. Foreign student: Students who have completed their undergraduate or postgraduate education in a country other than their own country or the student who chooses to do education and move to that country for educational purposes,
  19. YÖK: Refers to the Council of Higher Education.

 

CHAPTER TWO

Quota, Application Requirements, Language Proficiency Status

Quota

ARTICLE 4 - (1) The number of foreign students to be enrolled in graduate programs is determined at the beginning of each semester by the related departments, and it is approved the Institute Board and IZU Senate.

(2) The quota increase is made upon the request of the relevant program and approved by the Institute Board and the IZU Senate.

Application Requirements

ARTICLE 5 - (1) To apply to graduate programs, candidates must have the status of foreign students. Turkish citizens who have completed their undergraduate education in a different country are also considered and accepted as foreign students. K.K.T.C. Citizens who (except those who have completed their entire education in TRNC educational institutions and have GCE AL results) are not considered foreign students.

(2) Candidates, who apply to graduate programs at the IZU, must meet the criteria above and must not have had disciplinary punishment at any higher education institutions in Turkey.

Required Documents for Application

ARTICLE 6 - (1) Foreign national candidates who already graduated from an undergraduate or graduate program of universities and want to study for graduate education, need to fill in the application form announced on the website within the framework of the admission-registration calendar determined by the Institute, and then they need to submit an online application by attaching the following documents.

(2) Required documents for graduate application are as follows:

  1. Undergraduate diploma,
  2. The transcript of the candidate's last education institution,
  3. ALES, GRE, GMAT scores are not required for admission to master's programs with the thesis,
  4. Letter of intent,
  5. Foreign language Score,
  6. Two academic reference letters,
  7. Financial support letter and/or scholarship document,
  8. Photograph.

(3) Documents required for PhD application are as follows:

  1. Undergraduate and/or Master’s Diploma,
  2. The transcript of the candidate's last education institution,
  3. ALES, GRE, GMAT scores are not required for student admissions to doctoral programs.
  4. ç) Letter of intent,
  5. Foreign language document,
  6. Two academic reference letters,
  7. Financial support letter and/or scholarship document,
  8. Written work sample: An article, homework, thesis or similar written work that does not exceed 30 pages
  9. Photograph.

Documents Required for Registration

ARTICLE 7 (1) Foreign students are required to submit the following documents to the institute directorate to register for graduate programs:

  1. School recognition document approved by YÖK.
  2. The original diploma of the candidate's educational institutions that has been translated into English and ratified by Turkish Republic of Turkey Embassies / Consulates or notarized from the original sample.
  3. The transcript of the candidate's graduate educational institutions should be original, translated into English and certified by the Republic of Turkey or Turkish Embassies / Consulates or notarized from the sample.
  4. For foreign students, a University recognition certificate, and a Diploma Equivalency Certificate for Turkish citizens who have completed their education abroad.
  5. Official ID or passport page showing the credentials of the Republic of Turkey Embassies / Consulates or notary approved from the sample.
  6. Bank receipt or scholarship document showing that the first instalment of the tuition fee has been paid.
  7. Citizens of those countries that are exempt from the visa requirement due to the agreements between the Republic of Turkey and those countries may get their residency permit from the Embassy of the Republic of Turkey / Consulate.
  8. One passport photo,
  9. Foreign language certificate,
  10. Foreign students who will enrol in graduate programs whose language of instruction is entirely Arabic or English must provide their language proficiency of the program they are enrolled in. In countries where Arabic or English is the mother tongue or official language, foreign language proficiency is not required for candidates who graduate from undergraduate or graduate programs whose language of instruction is the language of the program (Arabic or English) to be enrolled. Candidates who have sufficient scores from any of the foreign language exams listed in the table below can be accepted to the graduate program.

  1. Candidates who cannot submit any of these documents are subject to the foreign language exam held by the university. Candidates who get 70 or more points from this exam are found successful and accepted to the program and start classes. Those who fail are directed to foreign language preparatory programs for a maximum of two semesters. The registration of foreign graduate students who are also unsuccessful in foreign language preparatory education is deleted at the end of one year.

 

  1. Foreign students are required to document their Turkish language proficiency to enrol in postgraduate programs where the medium of instruction is Turkish. Those students who graduated from Higher Education Institutions in Turkey with the Turkish-medium language are not required to submit the Turkish language score. In order for the candidates to start their graduate education, apart from this, they must have a document taken from TOMER, DILMER or TYS that shows that they can speak Turkish at least B2 level. This score level can be increased upon the request of the relevant program.

 

  1. Candidates who do not have at least a B2 level Turkish certificate in Turkish proficiency exams such as TOMER, DILMER or TYS are to take the Turkish proficiency exam conducted by the university. Candidates who are successful at the B2 (70 out of 100) level are admitted to the program and start their classes. The unsuccessful ones are directed to the preparatory program, provided that it lasts at most two semesters and at the end of this period they gain Turkish proficiency at B2 level. Registrations of foreign graduate candidates who fail in Turkish proficiency education are deleted at the end of one year.
  2. "Turkey Scholarships" program, the scholarship applicant, foreign masters or doctoral candidates are admitted to directly the graduate programs without the science exam. However, for students to start graduate courses, they must meet the English or Turkish language proficiency requirements for the programs they will study.
  3. Except for non-thesis graduate programs, a student cannot enrol for more than one graduate program with thesis and continue at the same time.

 

CHAPTER THREE

Evaluation of Applications, Announcement of Results and Tuition Fee

 

Evaluation of Applications and Announcement of Results

 

ARTICLE 8 - (1) The preliminary evaluation of the graduate and doctorate applications of foreign students are made by the International Office, as well as the Graduate Education Institute through the online application screen. Later, the application documents of the candidates who pass the preliminary examination are forwarded to the head of relevant programs. Applications are evaluated by the Graduate Selection Commission set up by the head of the program. The evaluation is made according to the quota and program admission criteria, taking into account the candidate's diploma, GPA, foreign language exam grade, if any, letter of intent and reference letters. The evaluation results are sent to the Graduate Education Institute. Final results are announced to the candidates by the Graduate Education Institute, and eventually a letter of acceptance is sent to each admitted candidate.

(2) The list of foreign students accepted to the graduate program is submitted to the Executive Board of the Graduate Education institute at the beginning of each semester. Students whose applications are approved by to the Executive Board of the Graduate Education institute can start their education.

 

Tuition Fee

ARTICLE 9 - (1) Tuition fees are determined by the University every year and announced on both University and institute web pages.

(2) The fees determined by the University are deposited to the relevant account numbers of the banks with which the university has an agreement according to the payment methods determined by the University.

(3) A student, who is enrolled, has the right to cancel her/his registration. In this case, a certain amount of money cut is made from the paid amount of fee according to the graduate study financial statement, and then the rest is reimbursed to the student.

 

CHAPTER FOUR

Miscellaneous and Final Provisions

Situations without Provisions

ARTICLE 10 - (1) In cases where there is no provision in this Directive, the Principles Regarding the Admission of Students from Abroad approved by the Council of Higher Education, the decisions of YÖK, Istanbul Sabahattin Zaim University Postgraduate Education Regulation, Istanbul Sabahattin Zaim University Foreign Language Education and Examination Regulation, and other relevant legislation provisions. and Senate decisions are taken as the basis.

Validity

ARTICLE 11 - (1) This Directive takes effect on the date it is accepted by the Senate.

Executive

ARTICLE 12 - (1) This Directive is executed by the Rector of Istanbul Sabahattin Zaim University.
