FIRST PART
Purpose, Scope, Basis and Definitions
Purpose
ARTICLE 1 - (1) The purpose of this Regulation; To regulate the principles regarding postgraduate education programs at institutes affiliated with Istanbul Sabahattin Zaim University.
Scope
ARTICLE 2 - (1) This Regulation; It covers the provisions regarding postgraduate education and scientific research and application activities consisting of master's thesis, non-thesis master's and doctorate programs carried out in institutes affiliated to Istanbul Sabahattin Zaim University.
Basis
ARTICLE 3 - (1) This Regulation has been prepared on the basis of Article 4 of the Higher Education Law No. 2547 dated 4/11/1981.
Definitions
ARTICLE 4 - (1) In this Regulation:
a) ECTS: European Credit Transfer System,
b) ALES: Academic Staff and Graduate Education Entrance Exam,
c) Department: Department of the relevant institute,
ç) Head of Department: Head of department of the relevant institute,
d) Institute: The relevant institute where graduate education is carried out,
e) Institute committee: The board consisting of the deputy director of the institute and the heads of the department with training programs in the institute under the chairmanship of the relevant institute director,
f) Institute board of directors: The board consisting of three faculty members elected by the relevant institute board for three years among the vice-directors of the institute and six candidates to be nominated by the director of the relevant institute,
g) Plagiarism: Displaying others' ideas, methods, data or works partially or completely as their own work without reference to scientific rules,

SECOND PART
Master Programs
General principles
ARTICLE 5 - (1) The master program can be carried out in two ways, with and without thesis. Which institute departments and how these programs will be executed are determined by the Senate upon the recommendation of the institute board.
(2) The University upon the decision of YÖK; can open post-graduate distance education programs in which instructional activities are planned and carried out based on information and communication technologies, without the obligation of faculty members and students to be in the same place. The areas where distance education programs can be opened, courses to be given via distance education and the amount of credit and ECTS credits, preparation of course materials, the way of examinations, protocols to be made for this purpose among higher education institutions and other issues related to distance education are determined by YÖK.
(3) The language of instruction for graduate programs carried out at the institutes is Turkish. Postgraduate education can be carried out in part or in a completely foreign language upon the recommendation of the institute board, by the decision of the Senate.
(4) It is possible for the students enrolled in the undergraduate program of a higher education institution to enroll in the courses offered in the graduate programs if they meet the following conditions and to count these courses to the course load in the relevant graduate program:
a) Being enrolled in the final year of the undergraduate program it is pursuing.
b) Taking a maximum of three courses from the graduate program and evaluating every one these courses either in undergraduate or graduate program. any of these courses in only one of the undergraduate or graduate programs.
Application and acceptance
ARTICLE 6 - (1) In order to apply to the graduate program, candidates should have undergraduate diploma. They also need to get the satisfactory point in ALES which is determined with the Senate decision upon the recommendation of the institute committee and could not be lower than 55. Or candidates should get the aforementioned points in the exams which is deemed equivalent to ALES upon the point equivalency declared by Council of Higher education.
candidates must be considered as equivalent to ALES score determined by the Senate decision upon the recommendation of the institute committee and notified by the Council of Higher Education, upon the recommendation of the institute board, provided that it is not less than 55 points in the type of program applied by ALES. They must have points.
(2) ALES score is not required for admission to students without thesis.
(3) The evaluation principles of candidates who apply to master's programs are as follows:
a) In admitting students to master's programs with thesis; the applicants' ALES scores, undergraduate CGPA and science evaluation exam results are evaluated. While evaluating the scores received from ALES, the standard score type of the program applied is taken as basis. In the evaluation to be made for admission, the candidates are ranked according to their overall success score. General success grade; It consists of the sum of 50% of the ALES score, 25% of the undergraduate grade point average and 25% of the grade in the science assessment exam. Other conditions that candidates must meet for the application in accordance with the principles regarding this assessment are determined by the institute board upon the proposal of the department. However, the institute can accept students with a thesis by making an evaluation only with ALES score.
b) In admitting students to master's programs without thesis; candidates' undergraduate weighted grade point averages and science assessment exam results are evaluated. In the evaluation to be made for admission, the candidates are ranked according to their overall success score. General success grade consist of 50% of the CGPA and 50% of the grade in the science assessment exam. The principles regarding this evaluation and the other conditions that the candidates must meet for the application are determined by the institute board upon the proposal of the head of department. However, the institute can also accept students for non-thesis graduate programs only by evaluating undergraduate CGPA.
(4) A minimum score of 55 is required from the Foreign Language Level Assessment Exam (YDS) or Foreign Language Exam of Higher Education Institutions (YÖKDİL) or from foreign language exams accepted as equivalent by ÖSYM. These score requirements can be changed upon the recommendation of the head of department. Candidates who receive their undergraduate education in the relevant foreign language are deemed to have fulfilled the foreign language requirement.
Announcement of the results and registration
ARTICLE 7 - (1) If the number of candidates found successful as a result of the evaluation made by the institute board of directors within the framework of the opinion of the department chairmanship is higher than the announced quota, the ranking is made downwards starting from the highest grade and the number of candidates is considered successful. The results are announced by the institute board of directors.
(2) Candidates admitted to graduate programs apply to the institute directorate with the required documents between the dates determined by the institute board of directors and make their final registration. The candidate, who does not complete the registration within the deadline, loses this right. The relevant institute board of directors may decide for the candidates who cannot register within the deadline but who have an excuse to be approved. The originals of the documents required for registration or approved versions by the institute. Regarding the military status and criminal record, the transaction is made based on the candidate's written statement.
(3) If the number of candidates admitted to a graduate program is five or less, the institute board of directors may decide, after receiving the opinion of the department chair, not to open that program in that semester or year.
Master's program with thesis
ARTICLE 8 - (1) The master's program with thesis enables the student to gain the ability to access, gather, interpret and evaluate information with using scientific research methods.
(2) The master's program with thesis consists of at least seven courses, a seminar course and thesis work, provided that it is not less than twenty one credits in total. Seminar course and thesis work are non-credit and evaluated as successful or unsuccessful. The master's program with thesis consists of a minimum of 120 ECTS credits, including at least eight courses and thesis work, including a seminar course, provided that an academic year is not less than 60 ECTS credits. The student has to register for the thesis every semester starting from the semester following the appointment of the advisor.
(3) Two of the courses to be taken by the student can be selected from undergraduate courses provided that they are not taken during undergraduate education. In addition, with the recommendation of the head of department and the approval of the institute board of directors, a maximum of two courses can be selected from the courses offered in other higher education institutions.
(4) Master's program with thesis can be carried out as a second graduate education program.
Duration
ARTICLE 9 - (1) The duration of the master's program with thesis is four semesters, starting from the semester in which the courses related to the program he enrolled, are enrolled for each semester, except for the period in scientific preparation, and the program is completed in six semesters at most.
(2) At the end of four semesters, those who cannot successfully complete the credit courses and seminar courses included in the curriculum or fail to meet the success requirements stipulated by the University within this period or The student who fails in the thesis study or who does not enter the thesis defence within the maximum period is dismissed from the University.
(3) The status of the students who can graduate from the master's program before the deadline, is dependent upon the written request and justification of the advisor, the proposal of the department chair and the approval of the institute board of directors.
Appointment of thesis supervisor
ARTICLE 10 - (1) In the master's program with thesis, the department presidency will provide a thesis supervisor for each student who is in the staff of his University until the end of the first semester; he / she suggests the thesis topic determined by the student with his / her advisor to the institute by the end of the second semester at the latest. The thesis supervisor and the thesis subject are finalized with the approval of the institute board of directors.
(2) Thesis supervisor is selected among the faculty members who have the qualifications to manage a master's thesis at the University. If the university does not have a faculty member with the specified qualifications, the faculty member may be selected as an advisor from another higher education institution by the institute board of directors. In cases where the quality of the thesis work requires more than one thesis supervisor, the second thesis supervisor can be one of those who have at least a PhD degree from outside the University staff.
(3) Upon the written application of the student and / or advisor to the institute, the advisor change can be made with the recommendation of the department chair and the approval of the institute board of directors. Approval of the new consultant is required for the consultant change.
Finalizing the master's thesis
ARTICLE 11 - (1) The student must orally defend his thesis, which is written in accordance with the institute thesis writing guide and approved by the advisor, before the exam jury.
(2) Before the defense of the master's thesis and in the theses given correction, the student completes the thesis with the correction and submits it to the advisor and exam jury members. The advisor presents the thesis and plagiarism report to the institute with a written opinion that the thesis is defensible and has been written in accordance with the institute thesis writing guide. In case of a real plagiarism in the data in the report, the thesis is sent to the institute board of directors for decision along with its justification.
(3) Master's thesis exam jury is appointed with the approval of the institute board of directors upon the proposal of the thesis supervisor and the head of the department. The exam jury consists of three or five faculty members, one of whom is the thesis supervisor of the student and at least one from outside the University. If the exam jury consists of three people, the second thesis supervisor cannot be a member of the exam jury. A maximum of one exam jury member can be selected from experts holding a PhD title in the relevant subject, working in institutions and organizations outside the University. If the thesis supervisor is from another higher education institution, other exam jury members must be selected from within the University.
(4) Exam jury members gather at the earliest 15 days and at the latest one month from the date the thesis is delivered to them and takes the student to the thesis exam. The thesis exam consists of the presentation of the thesis work and the question-answer section that follows. The thesis exam is held in environments open to the participation of the lecturers, lecturers, and experts of the field.
(5) After the completion of the thesis exam, the jury of the examination decides the acceptance, rejection or correction of the thesis with absolute majority. This decision is reported to the institute by the department head within three days following the thesis exam.
(6) The student whose thesis is rejected is dismissed from the higher education institution.
(7) The student whose correction decision is made, re-defends the thesis, whose corrections are made within three months, before the same exam jury. At the end of this defense, the student whose thesis is not accepted is dismissed from the University.
(8) If the student whose thesis is rejected requests, he / she will receive a master's degree without thesis provided that he / she fulfills the requirements of the course credit load, project writing and so on.
Diploma
ARTICLE 12 - (1) Provided that the courses are completed successfully, the weighted grade point average is 2.50 and above and it is successful in the thesis exam; Graduate diploma with thesis is given to the student who delivers two copies of the bound thesis to the institute within one month from the date of entrance to the thesis exam and whose thesis is deemed appropriate in terms of shape. The institute board of directors can extend the delivery period up to one month, if requested. Students who do not meet these conditions cannot obtain their diploma until they fulfill the conditions, cannot enjoy their student rights and are dismissed from the University if their maximum period expires.
(2) On the master's diploma with thesis, the program in the department in which the student is registered is approved by YÖK. The graduation date of the student is the date when the copy of the thesis signed by the exam jury is delivered to the institute.
(3) A copy of the master's thesis is sent to YÖK by the institute in electronic environment for the service of scientific research and activities within three months from the delivery of the thesis.
Master's program without thesis
ARTICLE 13 - (1) The master's program without thesis shows the student how to use existing knowledge in practice by providing them with knowledge on professional issues.
(2) Master's program without thesis consists of a total of thirty credits and a term project with at least ten courses, provided that it is not less than 60 ECTS. The student is required to register for the term project in the semester the term project is received and to submit a written project and / or report at the end of the semester. Term project is non-credit and evaluated as successful or unsuccessful.
(3) Up to three of the courses to be taken by the student can be selected from undergraduate courses, provided that they are not taken during the undergraduate education.
(4) At the end of the non-thesis master's program, a proficiency exam can be held with the recommendation of the head of department and the decision of the institute board.
(5) Master's program without thesis can be carried out in the second graduate education.
Duration
ARTICLE 14 - (1) The period of completion of the non-thesis master's program is at least two semesters, at most three semesters, regardless of whether or not they have registered for each semester, starting from the semester in which the courses related to the program they enrolled are given, except the time in scientific preparation. A student who fails at the end of this period or fails to complete the program is dismissed from the University.
Appointment of a supervisor
ARTICLE 15 - (1) In the non-thesis master's program, the head of department determines a faculty member or a teaching assistant with a doctorate degree at the latest until the end of the first semester.
(2) The non-thesis graduate program student informs the institute about the project he / she has determined together with his / her supervisor, within fifteen days at the latest after the start of the second semester courses.
(3) Upon the written application of the student and / or supervisor to the institute, the supervisor and / or project subject change can be made with the recommendation of the department chair and the approval of the institute board of directors. Approval of the new supervisor is required for the supervisor.
Diploma
ARTICLE 16 - (1) Graduate diploma without thesis is given to students who successfully complete their credit courses and term project and whose weighted GPA is 2.50 and above.
(2) The program in the department where the student is registered has a name approved by YÖK on the master's degree without thesis.
(3) Those who attend the master's program without thesis can apply for the transition to the master's program with thesis if they meet the minimum requirements set by the University for the master's program with thesis. The courses taken by the transitioned students in the non-thesis graduate program and their success can be counted as the place of the courses in the master's program with thesis upon the decision of the institute board of directors.
THIRD PART
Doctoral Program
General principles
ARTICLE 17 - (1) The doctorate program provides the student with the necessary skills to conduct independent research, analyze scientific problems, data from a broad and deep perspective, to comment, analyze and achieve new syntheses.
(2) Ph.D. program, with a total of twenty one credits for students admitted with a master's degree with a thesis and a minimum of seven courses, seminars, proficiency exams, thesis proposals and thesis studies, provided that the academic year is not less than 60 ECTS, consists of 240 ECTS credits. It consists of at least 300 ECTS credits for students who are admitted with a bachelor's degree, 14 courses with at least two credits, seminars, proficiency exam, thesis proposal and thesis work.
(3) With the recommendation of the department chairmanship in the doctoral programs and the approval of the institute board of directors, a maximum of two courses can be selected for students who have been admitted with a master's degree, and a maximum of four courses for students who have been admitted with an undergraduate degree.
(4) Undergraduate courses are not counted towards course load and doctorate credit.
(5) Doctoral programs cannot be opened as secondary education.
(6) The thesis to be prepared at the end of the doctoral study must fulfill at least one of the qualities of bringing innovation to science, developing a new scientific method, applying a known method to a new field.
Application and acceptance
ARTICLE 18 - (1) In order to apply to the doctorate program, the candidates must:
a) Have a master's diploma with thesis and having ALES score determined by the Senate upon the recommendation of the institute board or equivalent points announced by YÖK, upon the recommendation of the institute board, provided that the program applied by ALES is not less than 55 points.
b) Applicants to the doctorate program with a bachelor's degree should have a minimum score of 3.0 out of 4.0 or a equivalent score of 4.0 and have ALES score to be determined by the Senate upon the recommendation of the institute board, provided that it is not less than 80 points of the program applied by ALES.
(2) In admitting students to doctoral programs; the applicants' ALES scores and undergraduate and / or thesis master's grade point averages, science assessment exam results and foreign language levels are evaluated. While evaluating the scores in ALES, the standard score type of the program applied is taken as basis. In the evaluation to be made for admission, the candidates are ranked according to their overall success score. General success grade; It consists of the sum of 50% of the ALES score, 20% of the undergraduate and / or thesis master's weighted grade point average, 20% of the grade taken in the science assessment exam and 10% of the foreign language score. The matters related to this assessment and other conditions that the candidates must meet for the application are determined by the institute board upon the proposal of the department. However, the institute can also accept students to doctoral programs only by evaluating with ALES score.
(3) Except for the preparatory classes, those who have undergraduate education for a period of ten semesters are deemed to have a master's degree.
(4) The weight of the ALES score is determined by the Senate upon the recommendation of the institute board, provided that it is not less than 50%. Equivalent scores accepted as equivalent to ALES and announced by YÖK can be increased by the Senate's decision upon the recommendation of the institute board.
(5) In admitting students to the doctorate program, it is obligatory to get at least 55 points from the domesticforeign language exams or in exams accepted as equivalent by the foreign language exams accepted by YÖK or from the international foreign language exams accepted as equivalent by OSYM, and this must be the minimum. Upon the recommendation of the institute board, it is decided by the Senate to increase the scores according to the features of the programs to be entered.
Duration
ARTICLE 19 - (1) The PhD program is eight semesters, regardless of whether or not students have registered for each semester, starting from the semester when the courses related to the program they are enrolled for are admitted with a master's degree with thesis, except the period in scientific preparation, and the maximum completion period is twelve semesters; For those admitted with a bachelor's degree, it is ten semesters and the maximum completion period is fourteen semesters.
(2) The maximum period of successful completion of the credit courses required for the Ph.D. program is four semesters for those admitted with a master's degree with thesis and six semesters for those who are admitted with an undergraduate degree. Students who fail to successfully complete their credit courses within this period or who do not have a cumulative GPA of at least 3.0 out of 4.0 are dismissed from the University.
(3) A student who successfully completes the credit courses, who is successful in the proficiency exam and whose thesis proposal is accepted, but who has not completed the thesis study until the end of the twelve or fourteen semesters specified in the first paragraph, is dismissed from the University.
(4) Students who have applied to the doctorate program with a bachelor's degree, those who have not completed their thesis study and / or thesis study within the maximum period, and those who have not been successful in the doctoral thesis, provided that they have fulfilled the necessary credit load, project and other similar conditions for the master's without thesis diploma is awarded.
Appointment of a thesis supervisor
ARTICLE 20 - (1) The head of the department proposes to institute a thesis supervisor for each student and the thesis topic to be determined by the advisor and the student together with the thesis title. The thesis supervisor and thesis proposal are finalized by the decision of the institute board of directors. It is obligatory to appoint the thesis supervisor by the end of the second semester at the latest.
(2) Thesis supervisor is selected among the faculty members who have the qualifications to manage a doctoral thesis at the University. If the university does not have a faculty member with the specified qualifications, the faculty member may be selected as an advisor from another higher education institution by the institute board of directors. In doctoral programs, faculty members must have managed at least one master's thesis that has been successfully completed in order to manage the thesis. In cases where the nature of the thesis requires more than one thesis supervisor, the second thesis supervisor can also be appointed from outside of the University staff provided that he/she has PhD degree.
(3) Upon the written application of the student and / or supervisor to the institute, the supervisor change can be made with the recommendation of the department chair and the approval of the institute board of directors. Approval of the new supervisor is required for the supervisor change.
Qualifying (Comprehensive) examination
ARTICLE 21 - (1) The proficiency exam is an exam that measures whether the student who successfully completes his courses and seminar has the depth of scientific research related to the basic subjects and concepts in his field and his doctoral study. A student can take the proficiency exam up to twice a year.
(2) Students who are admitted with a master's degree must take the proficiency exam no later than the end of the fifth semester at the latest. Students who are admitted with undergraduate degree must take the exam no later than seventh semester.
(3) Proficiency exams are organized and carried out by a five-person doctorate proficiency committee recommended by the department and approved by the institute board of directors. The committee establishes exam juries in order to prepare, apply and evaluate exams in different fields. The exam jury consists of five faculty members, including the advisor, at least two from outside the University. The institute board of directors decides whether the consultant has the right to vote. In case the consultant is from another higher education institution, jury must consist of one faculty member from outside the university and three faculty members from within the university. If the advisor does not have the right to vote, the exam jury consists of six faculty members, including the advisor. Proficiency exam meetings are open to the attendance of lecturers, graduate students and experts of the field.
(4) Proficiency exam is given in two parts, orally and in writing. Students who pass the written exam are taken to the oral exam. The rules for calculating the weights and grades of the exams are determined by the institute board of directors upon the recommendation of the department. Exam juries evaluate the success of the student in written and oral exams and decide with absolute majority whether the student is successful or not. This decision is reported to the institute by the department within three days following the proficiency exam.
(5) The student who fails the proficiency exam is taken again to the exam in the next semester from the department / departments that he / she failed. The student who fails in this exam is dismissed from the doctoral program.
(6) The proficiency exam jury may request that a student who passes the proficiency exam to take extra lessons, even if they have completed the course load, provided that they do not exceed one third of the total credit amount. The student has to succeed in the courses to be determined by the decision of the institute.
(7) If there is a student who has been accepted to the doctorate program with a bachelor's degree and has successfully completed at least seven courses, he / she can switch to a postgraduate program in accordance with the doctorate program, or close to the field determined by the institute board. The conditions for passing to the master's program are determined by the institute board.
Thesis monitoring committee
ARTICLE 22 - (1) A thesis monitoring committee is formed within a month with the proposal of the head of department and the approval of the institute board of directors for the student who is successful in the proficiency exam.
(2) The thesis monitoring committee consists of three faculty members. Apart from the thesis supervisor, there are members from within and outside the department. If the second thesis supervisor is appointed, the second thesis supervisor can attend the committee meetings if he wishes.
(3) In the semesters after the establishment of the thesis monitoring committee, changes may be made to members upon the recommendation of the head of department.
Thesis proposal defense
ARTICLE 23 - (1) The student who successfully completes his PhD qualification exam, orally defends the thesis proposal in front of the thesis monitoring committee, which covers the purpose, method and study plan of the research he will conduct within six months at the latest. The student gives a written report on the thesis proposal to the committee members at least fifteen days before the oral defense.
(2) The thesis monitoring committee makes the decision of acceptance, correction or rejection of the thesis proposal offered by the student with absolute majority. One month is given for correction. At the end of this period, the decision made with absolute majority in the direction of acceptance or rejection is notified to the institute by the department within three days following the end of the process.
(3) The student whose thesis proposal is rejected has the right to choose a new advisor and / or thesis topic. In this case, a new thesis monitoring committee can be appointed. The student who wants to continue the program with the same advisor is admitted to the thesis proposal defense within three months, and the student who changes the subject of the advisor and thesis is again within six months. The student whose thesis proposal is again rejected in this defense is dismissed from the University. The time spent in these stages is counted from the student's doctorate education period.
(4) For the student whose thesis proposal is accepted, the thesis monitoring committee meets at least twice a year, once between January-June and July-December. The student submits a written report to the committee members at least one month before the meeting date. In this report, the summary of the work done so far and the work plan to be carried out in the next period are indicated. The student's thesis study is determined as successful or unsuccessful by the committee. The student who fails twice in a row or three times intermittently by the Committee is dismissed from the University.
(5) A student who does not enter the defense of the thesis proposal defense within the period specified in the first paragraph without a valid excuse is deemed unsuccessful and the thesis proposal is rejected.
Finalizing the doctoral thesis
ARTICLE 24 - (1) A student in the doctorate program writes the results obtained in accordance with the institute thesis writing guide and defends his thesis orally before the exam jury.
(2) Before the defense of the doctoral thesis and in the theses given correction, the student completes the thesis with the correction and submits it to the advisor. The advisor presents the thesis and plagiarism report to the institute with a written opinion that the thesis is defensible and has been written in accordance with the institute thesis writing guide. In case of a real plagiarism in the data in the report, the thesis is sent to the institute board of directors to be decided together with its justification.
(3) In order for the student's thesis to be finalized, three successful thesis monitoring committee reports must be submitted at least every six months. If the thesis monitoring is not done on time, the student is deemed unsuccessful from the thesis monitoring result of that period.
(4) Doctoral thesis exam jury is appointed with the recommendation of the advisor and the head of the department and the approval of the institute board of directors. The exam jury consists of five faculty members, including three lecturers on the student's thesis monitoring committee including advisor., and at least two of them from outside the University If the advisor is from another higher education institution, the exam jury must consist of one faculty member outside the university and four faculty members inside the university. The institute board of directors decides whether the consultant has the right to vote. If the advisor does not have the right to vote, the exam jury consists of six faculty members. In addition, the second thesis supervisor can take part in the exam jury without the right to vote.
(5) The members of the exam jury gather at the earliest fifteen days and at the latest one month from the date the thesis is delivered to them, and takes the student to the thesis defense. The thesis defense exam consists of the presentation of the thesis work and the question-answer section that follows. Thesis defense meetings are open to the participation of lecturers, graduate students and experts from the field.
(6) After the completion of the thesis exam, the jury of the exam is closed to the audience and it decides to accept, reject or correct the thesis with absolute majority. Students whose thesis is accepted are evaluated as successful. This decision is notified to the institute by the department within three days following the thesis exam. The student whose thesis is unsuccessful and rejected is dismissed from the University. The student, who got a correction advice on his thesis, makes the necessary corrections within six months at the latest and defends his thesis before the same exam jury. The student who fails in this defense is dismissed from the University. Those who have not been successful in the thesis but admitted to the Ph.D with an undergraduate degree, may get according to first paragraph of Article 16 a master diploma without thesis.
Doctorate diploma
ARTICLE 25 - (1) Provided that the courses and seminars are completed successfully, the weighted grade point average is 3.0 and above and the thesis exam is successful; The student who submits at least two copies of the bounded thesis to the institute within one month from the date of entrance to the thesis exam and whose thesis is deemed appropriate in terms of form, is entitled to receive a doctorate diploma. Upon request, the institute board of directors can extend the thesis delivery period for a maximum of one month. Students who do not meet the requirements in this paragraph cannot obtain their diploma until they fulfill the conditions, cannot benefit from their student rights and are dismissed from the University if their maximum period expires.
(2) On the doctorate diploma is written approved name of the program by YÖK in the relevant department. The graduation date of the student is the date on which the signed copy of the thesis is submitted by the exam jury.
(3) A copy of the doctoral thesis is sent to YÖK electronically within three months from the submission of the thesis to the service of scientific research and activities by the relevant institute.
SECTION FOUR
General Principles Regarding Postgraduate Education
Language of theses written in graduate programs
ARTICLE 26 - (1) Theses in graduate programs, Turkish or English in Turkish programs; It is written in the language of the program in Turkish or related language in programs that are partially foreign and in the language of the program in programs that are entirely in foreign language.
Scientific evaluation board and examination
ARTICLE 27 - (1) For the admission of students to graduate programs, upon the recommendation of the department chair, a scientific evaluation board consisting of three principal and one substitute member is formed by the institute board of directors for each program.
(2) The knowledge and success levels of the candidates who apply to graduate programs are evaluated according to the results of the exam and / or interview conducted by the scientific evaluation board.
Student admission to the scientific preparation program
ARTICLE 28 - (1) Scientific preparation program can be implemented in order to eliminate the deficiencies for the students who are accepted to master and doctorate programs, those who have received their undergraduate or graduate degree from other department than the program in which they are accepted, and those who have received their undergraduate or graduate degree from another higher education institution.
(2) The courses required to be taken in the scientific preparation program cannot replace the courses required to complete the related graduate program. However, a student in the scientific preparation program may take courses for the postgraduate program, as well as scientific preparation courses, with the recommendation of the department chair and the approval of the institute board of directors.
(3) Graduate students take scientific preparation courses from undergraduate courses and doctorate students from undergraduate and / or graduate courses.
(4) The legislative provisions of the program in which the student takes the courses are applied in terms of attendance, course exams, lecture notes, successful courses and other principles related to the scientific preparation program.
(5) The period to be spent in the scientific preparation program is at most two semesters. Summer education is not included in this period. This period cannot be extended except for the registration freeze and the student who is not successful at the end of the term is dismissed. The time spent in this program is not included in the postgraduate or doctorate program periods.
Special-status student acceptance
ARTICLE 29 - (1) Those who are graduates or students of a higher education institution and want to increase their knowledge on a certain subject can be accepted as special-status students for postgraduate courses with the approval of the head of department.
(2) Special-status student education is not an education aimed at obtaining a direct degree in the related program and its duration cannot exceed two semesters.
(3) Those who take courses with the status of special students cannot enjoy the student rights.
(4) In the exemption process of the courses taken by students who are accepted to the graduate program as a special-status student, , the exempted courses cannot exceed 50% of the courses given in the relevant graduate program.
Student admission through horizontal transfer
ARTICLE 30 - (1) A student who has completed at least one semester in the graduate program at the university or another higher education institution can be admitted to the graduate programs of the University by transfer, within the framework of the principles determined by the relevant legislation and the institute board of directors.
(2) Principles regarding the transition between thesis and non-thesis master programs are determined by the institute board of directors.
Admission of foreign candidates
ARTICLE 31 - (1) Foreign nationals and nationals of Turkey who lives in abroad appliyng to general quota of the programs, are evaluated under the rules prescribed for general quota.
(2) In the admission of foreign candidates to the graduate program they apply for, a letter is requested stating that the university where they graduated from that their undergraduate or graduate programs is recognized by YÖK.
(3) ALES score is not required in accepting students to doctorate and master's programs with thesis.
(4) In order for foreign candidates to start graduate programs in Turkish, in the university or inanother higher education institution they must be successful at B2 level from the Turkish preparatory class or Turkish proficiency exam.
(5) If the foreign students who apply to Turkish graduate programs have completed any of their high school, undergraduate or graduate education in an institution whose language of instruction is Turkish, the Turkish proficiency certificate is not required.
(6) In applications for graduate programs in a foreign language, the foreign language proficiency requirement is not required for the candidates who have undergraduate and / or graduate education in a country whose mother tongue is the program language or whose mother tongue is the program language.
(7) In programs with foreign language, the university or another higher education institution must pass the Turkish preparatory class or Turkish proficiency exam at B2 level before entering the master's thesis defense or doctoral proficiency exam.
Student exchange
ARTICLE 32 - (1) According to the agreements to be made between universities in Turkey and abroad, whose equivalence is accepted by YÖK, students can be sent to universities in Turkey or abroad for one or two semesters within the framework of student exchange and students can be accepted from these universities.
(2) During this period, the registration of the student who goes to the country or abroad continues at the University and this period is counted from the education period.
(3) The courses taken by the students from universities in Turkey or abroad and the procedures required to demonstrate the success grades of these courses are carried out by the Registrar's Office according to the adaptation decisions taken by the relevant institute board of directors.
(4) According to student exchange programs and agreements between universities, for students enrolling in the University; The provisions of this Regulation and the Regulation on the Exchange Program for Students and Faculty Members among the Higher Education Institutions published in the Official Gazette dated 18/2/2009 and numbered 27145 apply.
Seminar lesson
ARTICLE 33 - (1) The aim of this course is to contribute to the development of the ability of master's and doctorate students with thesis to reveal a study in accordance with scientific research methods, and to explain and discuss this study before the community.
Registration for graduate programs
ARTICLE 34 - (1) Graduate programs, quotas, application requirements and qualifications to be sought in candidates for admission to graduate programs are determined by the proposal of the department, the decision of the institute board and the approval of the Senate.
Tuition fees
ARTICLE 35 - (1) Graduate education at the university is subject to a fee. Tuition fees for graduate programs and tuition fees per course, thesis / project or credit in these programs are determined by the Board of Trustees each year and are announced together with the form of payment.
(2) Those who do not pay the tuition fee or other fees to be paid in order to benefit from the University's facilities are not renewed and cannot enjoy their student rights.
Programs, exams and evaluation
ARTICLE 36 - (1) The teaching plans of graduate programs consist of compulsory / elective courses that must be taken in order to graduate from these programs, thesis / project, seminar and similar studies and credit totals.
(2) The instructional plans of graduate programs are determined by the proposal of the head of department, the decision of the institute board and the approval of the Senate.
(3) Which graduate courses to be opened in one semester and which lecturers to deliver these courses are determined by the institute board of directors upon the recommendation of the department chair.
(4) Graduate programs diploma level and related fields to Turkey Higher Education Qualifications determined by the Framework credits range, following in the creation by the students' work time determined taking into consideration the ECTS credits are taken into account:
a) Semester credit value of a graduate course is the sum of the whole weekly theoretical course hours of one semester and half of the weekly practice or laboratory hours.
b) ECTS course credits are calculated by taking into account the learning gains expressing the contribution of the course to the knowledge, skills and competencies to be gained by the student who completes the relevant diploma program, and the working hours required for other activities foreseen for the students.
(5) At least one course that includes scientific research techniques and research and publication ethics must be taught during postgraduate education.
(6) The counselor of the student decides which of the courses approved by the institute board will be included in the course programs of the students. Counseling is carried out by the head of the department until the thesis supervisor is appointed.
(7) The university can determine the additional success conditions necessary for the student to continue the program after any semester.
(8) All exams that measure proficiency, level determination or course achievements can be held simultaneously in paper environment and to all candidates, and also can held electronically provided that different question to be asked to each candidate at different times from a question bank that is safely stored according to the area and difficulty level. It can also be done electronically. The principles regarding the preparation of the questions to be asked in the exams, the creation and encryption of the question bank, the storage of the exam questions in paper or electronic environment and the security of the exam are determined by YÖK.
Registration renewal, Suspending (freezing) registration and cancellation of registration
ARTICLE 37 - (1) Students enrolled in graduate programs are obliged to renew their registration in accordance with the method announced by the institute at the beginning of each semester. Otherwise, the student who does not renew his registration without an excuse accepted by the institute board of directors is deemed unsuccessful in that semester and that semester is included in the student's total education period. It is not an excuse that the tuition fee is not paid. However, students who cannot register on the announced dates and have an excuse to be approved by the institute board of directors can renew their registrations on the specified dates.
(2) In the presence of justified and valid reasons, graduate students can freeze registration for a maximum of two semesters and doctorate students for a maximum of four semesters during the education period, with the recommendation of the head of department and the decision of the institute board of directors. Acceptance of the justified and valid reason depends on the condition to be notified to the directorate of the institute within one month after the occurrence of this reason. Registration freezing applications can be made at the beginning of the semester and at the latest within one month after registration is completed. The student whose registration has been frozen is not included in the semester. Registration freezing can be repeated with the same method.
(3) The student, who wishes to cancel his / her registration from the University upon his own request, applies to the relevant institute directorate with a petition and a dismissal form. The student's registration is deleted and reported to the relevant units. Registration deletion cannot be done by mail. The student must apply in writing. However, in special cases and provided that the financial obligations are fulfilled, a proxy determined by the student through a notary can deregister from the University. The student whose registration has been deleted is dismissed from the University. Other procedures and principles regarding the registration cancellations are regulated by the University Senate.
Courses
ARTICLE 38 - (1) The compulsory and / or elective courses and credits that the student is obliged to take in each program are determined by the proposal of the head of the department, the decision of the institute board and the approval of the Senate according to the provisions of this Regulation.
Attending classes
ARTICLE 39 - (1) In order for students to take the exams, they must have attended 70% of the courses. Each faculty member controls the compulsory attendance according to these principles.
(2) For each course belonging to students who do not have to attend classes, a list is announced by the instructor of the course before the exams on the day the courses specified in the academic calendar expire. These students are considered absent from the specified course and are not accepted to the exam of that course. These students who are considered unsuccessful are given the letter grade "DZ".
(3) In case of course repetition, the attendance requirement for the theoretical courses that have been fulfilled before is not required. But; The student who repeats the course must comply with the other conditions determined by the instructor.
Exams
ARTICLE 40 - (1) At least one midterm and one final exam grade are given for each course. Exams can be done in writing or by evaluating homework.
(2) Final exams are held within the period determined in the academic calendar of the institute.
Evaluation
ARTICLE 41 - (1) In the graduate programs, in order for the student to be considered successful from a credit course; the final grade of the course must be at least "CC".
(2) The student can repeat the failed course at least once or, if opened, take the same course in summer education. If the student fails an elective course, he / she can choose another course in the next semester with the approval of his / her advisor.
(3) To a student; The following points are given by the lecturers for each course they take, the letter grades and the coefficients corresponding to the success scores:

(4) The grades that are not included in the averages are as follows:
a) EK (missing) grade; Students who are successful in the semester but fail to complete the requirements for the course due to illness or other valid reason are appreciated by the faculty member. If the student gets a grade (EK) from any course, he / she has to take a grade by completing the missing points within 15 days of the announcement date of the grade. Otherwise, (EK) grade will automatically become (FF). However, in case of a prolonged illness and similar conditions, the duration of the (EK) grade can be extended by the institute board of directors until the beginning of the next registration period upon the recommendation of the department.
b) YT (sufficient) grade; It is given to students who are successful in non-credit courses in the curriculum.
c) YZ (insufficient) grade; It is given to students who fail the non-credit courses in the curriculum, courses taken in the undergraduate program preparation program or courses taken within the framework of the student exchange program.
d) DV (in progress) grade; It is given to students who have not completed their non-credit courses but are continuing successfully.
d) DZ (absent) grade; It is given to students who fail due to failure to fulfill their obligations regarding course attendance or course practices (DZ) grade is processed as (FF) grade in the grade point calculation.
e) TR (transfer) grade; The students who previously studied in another higher education institution are given to the courses taken in that higher education institution and whose equivalence is accepted by the university administrative board. Transfer grade is not included in the weighted GPA and weighted CGPA calculation.
f) GM (not entered) grade; It is given to the exams that the student does not take. If the student who gets (GM) grade in the exams takes the make-up exams, (GM) grade is converted into a numerical grade. (GM) grade is converted to zero if he does not take make-up exams.
Objection to the exam results
ARTICLE 42 - (1) The objection to the exam grades is made by the student to the institute directorate within five days following the announcement of the exam grades. The objection is examined by the faculty member in terms of material error. If any material error is made, the request for correction is evaluated by the institute board of directors upon the application of the faculty member and the decision is made.
Exemption from re-registration
ARTICLE 43 - (1) The student who has studied in any higher education institution whose equivalence has been accepted by YÖK before, can request exemption by applying to the institute with a petition for the courses taken in that higher education institution with the original document and course contents. Students must make their exemption requests within five days from the beginning of the courses in the first semester they have registered to the University. Exemption requests to be made in the following semesters or requests for cancellation of exemption / adjustment processes are not accepted. The exemption request of the student is evaluated by the orientation committee to be formed by the head of the department, and it is decided by the institute board of directors.
CHAPTER FIVE
Miscellaneous and Final Provisions
Notification
ARTICLE 44 - (1) All kinds of notifications are deemed to have been completed by making a registered mail via mail to the permanent address that the student notified during the registration to the University. By giving an electronic address suitable for notification, the student who wants to be notified to this address can also be notified electronically.
(2) The notifications to be made valid to the addresses of the students who have reported the address they have given when registering to the university as wrong or incomplete or who have not changed this address with a petition to the institute that adress have changed.
Other provisions
ARTICLE 45 - (1) It is determined by the Senate upon the recommendation of the department and the decision of the institute board that which graduate or undergraduate programmes can apply to Master and PhD programmes. It is also possible this decision to be made YÖK by with the opinion of Comitee of Universities.
(2) The University declares the names, application requirements, application deadlines, required documents and other issues of the graduate programs that the student will accept. The announcement can be made at the beginning of each semester to admit students.
(3) Except for master's programs without thesis, more than one graduate program cannot be registered and continued.
Disciplinary affairs
ARTICLE 46 - (1) The provisions of the Higher Education Institutions Student Discipline Regulations published in the Official Gazette dated 18/8/2012 and numbered 28388 are applied for the students studying in the graduate program.
Cases with no provisions in the regulation
ARTICLE 47 - (1) In cases where there is no provision in this Regulation, relevant legislation provisions and Senate decisions are applied.
Implemented regulation
ARTICLE 48 - (1) Postgraduate Education and Training Regulation of Istanbul Sabahattin Zaim University, published in the Official Gazette dated 18/1/2013 and numbered 28532, has been repealed.
Temporary provisions
TEMPORARY ARTICLE 1 - (1) Students who have registered or graduated in master's programs without thesis before 6/2/2013 can apply to doctoral programs.
Enforcement
ARTICLE 49 - (1) This Regulation comes into force on the date of its publication.
Execution
ARTICLE 50 - (1) The provisions of this Regulation are executed by the Rector of Istanbul Sabahattin Zaim University.
Note: Whenever there is any conflict between any provision of this Regulations, its Turkish version is taken into account.
