Culture Unit


According to the Articles 46 and 47 of the Higher Education Law the departments’ tasks of Health, Culture and Sports consist of the protection of physical and mental health of students and staff, providing social needs such as nutrition and leisure in accordance with the plans and programs of Higher Education Council and University Administration. For this purpose, the department constructs and operates the facilities of the university such as canteens, dining halls, meetings, conference rooms, sports facilities and health facilities.

Moreover, the Health, Culture and Sports Departments aim for researching and implementation to make the most of the services it provides including the facilities and organized activities, social, cultural, sportive activities, consultancy ,guidance services and facilities to help students with disabilities.

  • Planning, conducting and supervising the health, cultural and sports services of students, academic and administrative staff.
  • To provide services to help students in the areas of scholarship and credit supply, nutrition, housing, study, recreation and leisure time, transportation and employment.
  • To ensure that statistical information is followed up, arranged and delivered to relevant places,
  • To ensure that the available resources such as human and material are used in the most appropriate and efficient way for the economic and effective fulfillment of service activities,
  • Ensuring the flow of information by checking the activities of the affiliated units and communicating their results to the Secretary General
  • To establish, execute and develop an effective record and file system within the unit.
  • To continuously and periodically supervise the staff to ensure that the works of the unit are carried out in accordance with the determined quality, quantity and time standards with minimum cost.
  • Identify policies that are consistent with the general policies and group policies at the administration level, and make recommendations to the Secretary General,
  • Preparing the annual work programs in cooperation with the relevant units, presenting them to the Secretary General,
  • To ensure that the subordinates understand the policies that have been set up, and that the specified activities are implemented and carried out
  • To set targets and standards for the future with the personnel, place, materials and other resources allocated to the unit for the execution, direction and evaluation of the unit activities,
  • To program and schedule the activities of self and subordinates in order to carry out the activities defined as basic functions effectively, efficiently, economically and qualitatively. To connect to the forms of routine work, to simplify the work, to convey the results to the Secretary General.
  • Establish a coherent communication and cooperation routine between the staff of the unit and the staffs of the other units who have an organic duty relation with them and to propose to the Secretary General for approval.
  • To transfer the responsibility and authority to the subordinates at the level required for the effective implementation and execution of the unit activities and to hold the responsibility and authority for the results.
  • To determine the duties, authorities and responsibilities related to the staff in the unit and to determine the special qualifications which are required to be assigned to these positions and to propose to the Secretary General.
  • To make recommendations to the Secretary General in the selection, dismissal, promotion, appointment, award and punishment of the elements required to carry out the activities of the Unit.
  • To examine, evaluate and approve the recommendations of the staff transfers suggested to them by their subordinates.
  • Continuously identifying the need for training of the staff, to provide the necessary knowledge and equipment to fulfill their responsibilities. To examine the in-service training needs proposed by subordinates, to prepare programs in this regard, to communicate to the Secretary General,
  • To perform the necessary guidance for the subordinates, to coordinate the work of the subordinates, to assist when necessary.
  • To transfer the work and documents transferred to Director to the subordinates and to ensure the necessary work gets carried out, to prepare the responses w, to ensure the follow-up and conclusion of the daily tasks,
  • To do what's necessary to the his / her affiliated personnel, who starts their shift late by checking the arrival and departure hours of them.
  • To perform other similar tasks to be given.
